The magazine was published by and for inmates as an opportunity for self-expression, discussion of public problems, and to foster understanding between inmates and the public. While each issue is largely filled with content solicited from and provided by prisoners, it appears to also contains some outside contributions from "interested individuals." The rear wrap of each issue includes blank lines for an address and a printed return address for mailing.
