Using political and public administration perspectives, the editors argue that for democratization and integration to be tangibly consolidated and institutionalized, direct involvement of the people of Southern Africa, the peoples' agency, is paramount and would lead to what is dubbed in this book as sadcness and sadcnization. More specifically, democratization and integration are about people (citizens), the sovereigns, and not merely the abstract actors called nation states. Using the case studies of Angola, Botswana, Madagascar, Mozambique, South Africa, and Zimbabwe, the contributors have, from political and public administration dimensions, engaged in this epistemology assessing, among other things, the peoples' of Southern Africa-the Southern Africa Development Community integration nexus.

Auch der afrikanische Kontinent ist von diesem Phänomen erfasst worden. Die dortigen Staats- und Regierungschefs haben 1991 mit dem Vertrag von Abuja allerdings die Weichen für eine besondere Art und Weise der Integration Afrikas gestellt: das Building Block-Konzept. Schrittweise sollen die fünf Regionen Afrikas (Nord-, Süd-, West-, Ost- und Zentralafrika) erst jede für sich und dann alle vereint wirtschaftlich, sektoral, politisch und kulturell integriert werden. Im südlichen Afrika versucht die regionale Wirtschaftsgemeinschaft Southern African Development Community (SADC) diesen Anspruch zu erfüllen. Sie gestaltet seit 1992 einen Transformationsprozess, der zum Ziel hat, zu einem erfolgreichen Building Block der panafrikanischen Einheit zu werden. Dabei muss sie sich der Herausforderung stellen, sich sowohl nach innen, also alle 15 Mitgliedstaaten vereinend, als auch nach auÃen, also mit den anderen regionalen Wirtschaftsgemeinschaften harmonisierend, zu integrieren. Diese doppelte Integration wird aber nicht nur von der SADC selbst, sondern auch von anderen Akteuren und strukturellen Faktoren, wie z.B. der Europäischen Union oder der Verfasstheit der politischen Systeme, beeinflusst. Die Autorin untersucht in Ihrer Studie die Zusammenhänge, Ursachen, Strukturreformen und Perspektiven der SADC, die einer der stärksten Regionalverbünde Afrikas ist. Sie analysiert die Veränderungen der Organisation und ihre Erfolge und Hemmnisse in den drei Dimensionen Institutionen, regionaler Integrationsprozess nach innen und regionaler Integrationsprozess nach auÃen. Dabei steht stets die Frage nach der Verwirklichung der panafrikanischen Einheit im Zentrum. Während es vor allem in den Anfangsjahren der SADC geringe Fortschritte bei diesem Unterfangen zu verzeichnen gab, erweist sich die SADC gegen Ende des Untersuchungszeitraums nicht nur als Motor der Entwicklung des südlichen Afrikas sondern auch als Triebfeder der kontinentalen Integrationsbestrebungen.
