Introduction by Vicky Randall. This work challenges the view that political reform can not be sustained in the Middle East and examines the moves toward democratization in the regions. The author considers such items as democracy, elections, citizenship rights and responsibilities, and Islam. Excerpt from Middlesex University website about the author: "Heather's former publications on democracy and democratization led to the award of Nuffield Foundation funding to examine the democratic transition in South Africa. Previous work ('Third Worlds', Routledge 1996) explored the relationship between Africa and the Middle East. As a consequence of that study, Heather conducted research in Sudan in 1997 and published works on the country's politics and on-going conflict. Heather has completed two books on the continuing democratic process and socio-politico transformation of South Africa. In 2000, was awarded a grant from the British Academy to examine the extent to which communities participated in the local elections in South Africa and articles and papers have resulted from that research. Since becoming an Associate Fellow of Chatham House, Heather has become convenor of their 'Elections in Africa Series'. Heather's objective is to cover the democratic experience in African states by focusing on how elections function. This is a significant project and the Series has been launched in January 2003 with a conference organised and co-chairedby Heather with the Head of the Africa Programme. Heather has written specialist papers/reports that are published and appear on the Institute's website and will be covering the elections in South Africa and Botswana in 2004( and writing a book based on research for the Series to be published by RIIA in 2005). In 2003 Heather was invited to join a research project on 'Barriers to Modernisation and Democratisation in the Islamic World' at the Center for Strategic & International Studies, Washington, DC. The invitation resulted from the academic recognition of former research conducted into the issue. In the light of 9/11 the international focus on the politics/economics/culture/society of the Muslim world has become more acute; therefore, participating in such a project will enhance Heather's research profile and international network and also that of Politics and International Relations at Middlesex University."
