Romilly was a respected lawyer and Whig politician. Here, he argues against what would become the Administration of Justice Act of 1813, establishing an additional judicial office of "vice-chancellor" in the Court of Chancery, on the grounds that it would muddle the hierarchy of the court and make the Lord Chancellor's work harder to carry out. The "noble lord" to whom the additional letter is addressed is Lord Redesdale, whose reply to the first edition appeared earlier in 1813. OCLC locates 3 copies of this edition in law libraries (University of Iowa, Yale, Library of Congress). Not in Sweet & Maxwell.
