Es sind Professionisten, die aber sehr bald verschwinden. Doch jede Truppe bedarf der Handwerker. Aber wenn die Heere dauernd in Bewegung sind wie in den beiden vorchristlichen Jahrhunderten, besteht keine Möglichkeit, bei den Legionen Werkstätten zur Ausbesserung und Erneuerung von Waffen und Ausrüstung einzurichten. Nur wenn es zu längeren Belagerungen kommt, muß der Feldherr selbst für die Ergänzung des Ausgefallenen sorgen und sich dabei behelfen, so gut es geht. So fügt Scipio dem Heere 2000 Kriegsgefangene als unfreie Handwerker bei. Er gliedert sie in Abteilungen zu je 30 Mann; die Stammrollen führt der Quästor; einen besonderen Präfekten kennt Scipio nicht. In ähnlicher Weise schickt Florus gefangene Juden auf die Schiffswerften. Cäsar weiß einen anderen Rat. Zum Ausbessern zieht er die ehemaligen Handwerker aus den Legionen heran; für Neubauten nimmt er Professionisten aus der Zivilbevölkerung. Auf keinen Fall nehmen die von Cäsar erwähnten fabri dieselbe Stellung ein wie die später unter Augustus aufkommenden.
