Damit sollen Konzepte für metropolitane, urbane und rurale Netzwerke entwickelt werden, bei denen der Fokus nicht auf den urbanen Rändern, sondern auf neuen Zentren von Gemeinschaft liegt. Der Atlas wird durch drei Leitideen strukturiert: der Entwurf von Prozessen, das Gestalten von Kontexten und Konzepten als Narrative.
