Damit sollen Konzepte für metropolitane, urbane und rurale Netzwerke entwickelt werden, bei denen der Fokus nicht auf den urbanen Rändern, sondern auf neuen Zentren von Gemeinschaft liegt. Der Atlas wird durch drei Leitideen strukturiert: der Entwurf von Prozessen, das Gestalten von Kontexten und Konzepten als Narrative. Als eine Kombination von Bottom-up-Ansätzen aktiver Beteiligung, der Nutzung von räumlichem Kapital und den Qualitäten lebenswerter Orte stellen diese Leitideen neue Konzepte der Urbanistik zur Diskussion. Strategische und prozessuale Neuerungen übergreifen dabei Maßstäbe und Disziplinen.
