Quite scarce: 5 locations hold both parts bound together (including 2 on Copac), 14 hold Part 1 only and 9 hold Part 2 only (all OCLC). The Capitulations granted temporary rights to foreign merchants, including freedom from prosecution, tax, conscription, and having their homes searched. Originally offered to promote trade from a position of strength, the ascendant European powers began to exploit them. Edward Van Dyck served as Consular Clerk and Vice-Consul in Lebanon and Egypt during 1873-82. His reports were prepared to inform the US President on relations between European powers and the Porte, and on US rights under its "most favoured nation" treaty. Part 1 (Senate Special Session Ex Doc No3, April 1881, dated by Van Dyck August 1880) covers the history and content of Capitulations with individual European states, the US and Brazil. His observations relate to the Sultans, making lasting peace with unbelievers, permission to come upon Muslim ground, manners and customs, and various treaties, with 17 appendices about the Prophet, immunities, dragomans and guards etc. Part 2 (Senate 47th Congress 1st Session Ex Doc No 87, Feb 1882, dated by Van Dyck December 1881) covers international law, the position of Consuls and status of non-official foreigners in the Levant among other things. PROVENANCE: American Bible House ABCFM Constantinople stamp dated 19 Jul 1902 to the title page, along with the ownership stamp of W.W. Peet to title and internally. The American Board of Commissioners for Foreign Missions was at this time the largest and most important US missionary organisation with stations in Ottoman and other territories. Peet was its Treasurer, operating from the American Bible House in Constantinople, where he was responsible for channeling US relief funds throughout Turkey, and providing travellers with letters of introduction.
