Im ersten Essay wird mit der Zeichnung von wenigen abstrakten und weitläufigen Linien versucht, jenes eigentümliche Objekt »Staat« zu konstruieren, ohne dabei der Versuchung zu unterliegen, auch nur im Ansatz diejenigen Diskurse zu reproduzieren, die in endloser Wiederholung vom Staat selbst hervorgebracht werden. Der Staat, der seine Doxa, seine Benennungsprivilegien längst sakralisiert hat und wie ein Zeichen seiner Auserwählung vor sich her trägt, als sei er der Standpunkt aller Standpunkte, sodass jede Frage nach der Legitimität seines Standpunktes sich bereits erübrigt habe, hat sich in für die Bevölkerungen qualvollen Jahrhunderten als eine säkularisierte Hyper-Kirche etabliert. Aber man darf nie vergessen, dass ohne die Vereinnahmung des allgemeinen Reichtums durch das sich selbst reproduzierende Kapital der Staat niemals in der Lage wäre, seine exekutiven, administrativen und gouvernementalen Funktionen auszuüben. Diese Gemengelage führt uns direkt in den zweiten Essay hinein.Ab einem gewissen Zeitraum in der Historie des Kapitalismus war das Kapital nicht mehr zufrieden damit, mit dem Staat und seinen Kriegsmaschinen eine gleichberechtigte Allianz aufrechtzuerhalten. Die Konstruktion einer eigenen Kriegsmaschine durch das Kapital integrierte den Staat, seine politische, militärische und symbolische Souveränität und all seine administrativen Apparate und modifizierte sie unter den Imperativen des finanziellen Kapitals. Die Ausdehnung der Kapitalisierung auf den ganzen Planeten, leichtgläubig »Globalisierung« genannt, tendiert heute zum Zusammenbruch der staatlichen Souveränität, sie drängt zumindest zu einer globalen Governance ohne Souveränität, ohne dass die Staaten von der Bildfläche verschwinden würden. Auf internationaler Ebene können die USA ihre Funktion des globalen Sheriffs, des globalen Bankers und des Treibers der Kapitalakkumulation nur zum Teil noch wahrnehmen. Auf nationaler Ebene muss der Staat, der zwischen den Funktionen eines teils auch gegenüber den Bevölkerungen großzügigen ideellen Gesamtkapitalisten und der stärker repressiven sozialen Polizei oszilliert, letztgenannte Funktionsweise ausbauen, indem er - seit der Finanzkrise des Jahres 2008 - einerseits die Austeritätspolitik weiter verschärft, andererseits die Interventionsbreite seiner sozialen Polizeien erheblich ausweitet. Damit gelangen wir zum dritten Essay.Der kommende Faschismus, der als solcher in Anführungszeichen zu setzen ist, wird durch die staatliche Politik des präemptiven Krisen- und Risikomanagements forciert, das, angetrieben von Präventionspolitiken und hypertechnologisierten Paranoia-Aggregaten, das Chaos oder einen Systemfeind überall und nirgends vermutet und deshalb mit immer drastischeren Mitteln eingreifen muss, um das - nach Ansicht des Staates Schlimmste - zu verhindern. In Engführung mit den globalen Kriegsmaschinen des Kapitals adressiert der Staat längst nicht nur die Terroristen als Feinde, vielmehr sichtet er überall und nirgends Feinde, und das heißt, in der Gestalt eines Unternehmens sowie einer motorisierten Exekutivmaschine von Direktiven fungiert er als ein Instrument der Ausbeutung, der Kontrolle und der Disziplinierung einer längst globalisierten Arbeitskraft. Und es kommt, was kommen musste: Die nach der Finanzkrise von 2008 von den Staaten selbst institutionalisierte Klaviatur der Rassismen und Nationalismen wird heute immer stärker von den rechtspopulistischen Bewegungen bespielt, welche die Staatsfaschisierung in Richtung eines offenen Bürgerkrieges treiben wollen, der als seine primären Feinde Flüchtlinge, Muslime und die Fremden im Generellen definiert, um schließlich, im engen Schulterschluss mit dem Staat, einen derart hochexplosiven Zustand zu erreichen, an dem die Politik der Gefühle um des eigenen Glücks willen den Genozid an der Surplus-Bevölkerung im globalen Süden einfordert.…
