THe Congress charged the COmmission to encourage discussion and study emerging public problems that were likely to require intergovernment cooperations. At its September 1969 meeting the Advisory Commission identified the subject of this report as such an emerging issue. The Commission was interested in reducing the costs of State and local borrowing, to increase the certainty of Federal financial participation in specific projects, and to encourage State financial participation in some federally funded projects.
