A Very Good copy. A speech that was originally delivered before the United States House of Representatives on May 8, 1848 by Albert Gallatin Brown (1813-1880), an American politician. He served as a U.S. Representative from Mississippi from 1839-1841 and 1847-1853, the 14th Governor of Mississippi from 1844-1848, and a U.S. Senator from Mississippi from 1854-1861. He was a Democrat and secessionist. Brown withdrew from the U.S. Senate upon the onset of the Civil War and was a Confederate States Senator from 1861-1865. In this speech, Brown speaks favorably of a Bounty Land Bill that would grant land to U.S. military veterans for their service. Brown does not support an increase of soldiers' current monthly pay of $7, but he says, "Land to the soldier is often equivalent to, sometimes better than, money--it gives him a home." Brown proceeds to address his colleagues who had spoken against the bill. Among his opponents' arguments is that American Revolutionary War veterans were neither paid well nor rewarded with bounty lands. Brown counters that the context of the Revolutionary War was different from the present. For example, Brown contends that practically every citizen at the time of the Revolution was a soldier in the Thirteen Colonies' fight for freedom from Britain, so monetary compensation for soldiers was not due. He says, "They did their own fighting; we do ours by proxy." He also states that the government at the time of the American Revolution did not have the means to compensate its soldiers as is currently being proposed. Brown also claims that there is enough land to give to the veterans and that profits from public lands are not endangered by giving land to veterans. Brown states the principal object of his speech is to introduce amendments to the Bounty Land Bill. One of the amendments is to include veterans who served for twelve months in the "Northwestern army" before the treaty of 1795 and those who served for six to twelve months in the War of 1812. Another amendment Brown proposes is to include the "unmarried sisters" and "infant brothers" of fallen U.S. soldiers as beneficiaries. Brown proposes a third amendment which would compensate soldiers an additional forty acres of land for every three months of service after the initial twelve months. His reasoning for this is that soldiers should be duly compensated to a degree that is proportional to their service and sacrifices they have made and that some soldiers might have to serve for years during longer wars. On Pages 6-7, Brown defends his resolution to send copies of Congressional documents to the county courts for public use. His resolution was also a response to malpractice committed by some Congressmen in which they used public funds to print and send bound Congressional documents to their personal acquaintances. This part of Brown's speech reads, in part, "If [Congressional] books are printed, they ought to be preserved; and if they are intended for public use, they ought to be place where the public can consult them. . In some instances, they are found in the shops and book stores; and as happened with myself the other day, are purchased at some ten or twenty times the original cost of printing. . My sole view in introducing the resolution was, to place the documents published by order of Congress, and paid for out of the public treasury, in the reach of every man who desired to consult them. I did not then, and do not now, believe that this House ought to print books solely for private uses and pay for them with the people's money.".

He served as the 14th Governor of Mississippi from 1844-1848, a U.S. Representative from Mississippi from 1839-1841 and 1847-1853, and a U.S. Senator from Mississippi from 1854-1861. He was a Democrat and a slaveholder and became a Confederate States Senator when Mississippi seceded during the Civil War. In this speech, Brown discusses the question of whether Congress can determine whether slavery can be permitted or banned in newly admitted U.S. territories following the end of the Mexican-American War. Much of the speech is about constitutional law and its application to the subject. He begins by citing extracts from the Northwest Ordinance of 1787 which he says granted the right to return slaves to their masters (fugitive slave law) and was supported by Northern states at the time. Brown uses these extracts to criticize Congressmen Giddings, Tuck, and Ashmun, and other members of what he calls the "Abolition school." Brown interprets the Northwest Ordinance as permitting slavery as "rightful property" and further criticizes the Northern states for changing their views on the subject between 1787 and 1848. He proceeds to discuss whether Congress can decide on the question of slavery despite acknowledging its moral depravity. Brown, like some of his other Southern colleagues, argues that slavery can stay in the U.S. because it is an embedded institution. Brown also states the Northwest Ordinance was based on the Articles of Confederation while the question of Congress's ability to legislate over territorial governments is based on the Constitution. He then criticizes the Missouri Compromise and claims that the North reaped all the benefits of the Compromise while the South got nothing in return. Brown contends that Congress does not have the power to exclude slavery in the territories under the argument it violates the right to own property. Toward the end of his address, Brown also points out that the Whig candidate for the 1848 presidential election, Zachary Taylor, is a slaveholder (the Whigs generally opposed the extension of slavery).

Brown served as the 14th Governor of Mississippi from 1844-1848, a U.S. Representative from Mississippi from 1839-1841 and 1847-1853, and a U.S. Senator from Mississippi from 1854-1861. After Mississippi seceded during the Civil War, Brown was a Confederate States Senator from Mississippi from 1862-1865. Brown was a slaveholder and a staunch proponent of the expansion of slavery. He was quoted as saying that he wanted a "foothold" in Central America for the express purpose of "planting or spreading of slavery" there. In this speech, Brown voices his support for President James K. Polk, the Mexican-American War, and the loan bill in question that would further finance the war. In a relatively chronological manner, Brown argues his positions regarding the different stages of the Mexican-American War and the events leading up to it. First, Brown responds to George Perkins Marsh, a Congressman from Vermont whose speech directly preceded his, and agrees him in that the "annexation of Texas was the cause of the war" and that said annexation had no "just cause." However, Brown is adamant that the U.S. did not commence the war nor did Polk. Brown argues that Polk was simply doing the bidding of the people, a large number of which supported the war. He also points out the apparent belligerence of Mexico and how she had dismissed the American envoy, John Slidell, on the simple grounds that he, by title, was an envoy, not a commissioner as Mexico had requested. Brown also references General Zachary Taylor and defends his decision to recommend troops be marched to the Rio Grande from Corpus Christi. Overall, Brown argues the following perspective: that the U.S. had legitimately annexed Texas even if the cause was not just; the border of Texas was the Rio Grande, not the Nueces; the U.S. had a right to march troops to the Riog Grande; Mexico was being uncooperative and provoked the U.S. when the U.S. had made sincere gestures toward peace; and that the U.S. had no choice but to enter the war following the provocations by Mexico. In addressing the loan bill, Brown states at the end of his speech, "I will vote for a loan, I will vote for treasury notes, and for a tax on tea and coffee; I will vote for men, regulars and volunteers; in short, sir, I will vote for anything and everything that may be needed to prosecute this war to such a conclusion as the Government can accept without dishonor. My constituents will sustain me in this. . Their motto has ever been, "'Our country--may she be always right; but right or wrong, our country.'".
