Es handelte sich einerseits um die Vereinigten Staaten von Amerika und andererseits um die Sowjetunion. Das Lager der Sieger war in der Tat nicht einheitlich. Zwei Strömungen existierten: der Block der liberalen Demokratien und der Block der kommunistischen Regime. Von daher erwähnte Churchill in Fulton den Eisernen Vorhang, der eine Quasi-Grenze zwischen den beiden Blöcken darstellte, weil er die Welt spaltete. Europa und der Rest der Welt wurden zum Schauplatz eines völlig neuartigen Konfliktes. In dieser Hinsicht veranschaulichte die deutsche Frage die Streitgegenstände dieses Kalten Krieges. Spannungen geschahen auch in Griechenland und in Asien. Der realistische1 Politologe Raymond Aron kennzeichnete diese Lage folgendermaßen: 'unmöglicher Friede, unwahrscheinlicher Krieg'2.Vor der Schaffung der Nuklearbombe gewann man den Krieg. Seit 1945 versuchte man eher, den Krieg zu vermeiden. Dies bedeutet nach der Meinung von Pierre Mélandri, dass man den Krieg vorbereitete und simulierte. Man erlebte in den Tag hinein die Apokalypse des Kriegs. Es ging darum, der Geschichte die Stirn zu bieten, bevor sie sich ereignet. So stellte sich Herman Kahn die Lage vor. Die Strategen des Kalten Kriegs mussten sich das Unvorstellbare vorstellen.3 Zwischen 1945 und 1991 fand die Weltpolitik nicht immer nach dem gleichen Schema statt. Sie entwickelte viel und blieb nicht unveränderlich. Sie hing von vielen Faktoren wie namentlich den Ideologien, den Kräfteverhältnissen, den Machtwechseln und der Wirtschaft ab.
