"Dirigido a fines de 1622 a quien estaba llamado a 'gobernar el viaje del gran bajel del imperio', 'al solo maestro que guía todas las cuerdas de este gran relox', "Peso de todo el mundo", de Sir Anthony Sherley, fue uno de los textos que mayor influencia alcanzó en la mente y en la acción política del conde-duque de Olivares durante sus primeros años como valido de Felipe IV. Una 'cosmografía y delineamiento' en la que su autor desgrana la geografía política y económica mundial, prefijando lo que hoy se conoce como primera edad global, pero en la que --a diferencia de la "Descripción de todas las provincias del mundo", de Giovanni Botero-- Sherley no sólo se limita a describir e inspeccionar cada una de esas provincias (potentados), sino que pone en valor sus capacidades, aspiraciones y debilidades, lo que le faculta para observar su peso relativo en relación con el de la monarquía de Felipe IV. Con "Discurso sobre el aumento de esta monarquía" (1625), Sherley se atreve a dar un paso más que en 1622. Si en "Peso de todo el mundo" llegó a la conclusión de que ningún potentado, por fuerte que fuera, estaba capacitado para poner en apuros al imperio español sin ayuda de otros estados, el "Discurso" de 1625 --dirigido ahora al propio Felipe IV--, aplicando una metodología similar, le previene de ligas ofensivas y defensivas que se tejen y entretejen a la sombra de su gran monarquía con el fin de debilitarla y destruirla.
