He also examines the rise of industrial unionism and the open-shop campaign, arguing that while these movements had the potential to ignite a revolutionary movement, they were ultimately unsuccessful due to a combination of opposition from existing organizations and the American workforce's inherent conservatism. The book concludes by exploring the growth of industrial councils and the trend toward worker representation in company decision-making, suggesting that these efforts may ultimately prove more effective in addressing industrial unrest than radical labor movements.
