It is obvious that the Shakespeare feeling is wider than we any of us thought: & the fitting form of memorial, where there is enough enthusiasm to justify it, as in Liverpool, is a local scholarship or institution.' He will mention what the recipient states in the Athenaeum, 'for the benefit of places which are asking what the great cities are doing'. He ends with reference to the 'National Memorial'.
