Une autre édition fut publiée à Londres la même année.Montyon, qui avait suivi Louis XVIII en émigration, publie ici une réponse au Tableau de l'Europe, publié à Londres en 1795 et attribué à l'abbé de Calonne, frère de l'ancien ministre, ou à Calonne lui-même. Il faut rappeler que la thèse soutenue dans cet ouvrage est que la royauté a vécu sans Constitution depuis son origine. L'exercice quelque peu fastidieux auquel se prête Montyon consiste à démontrer qu'il a bien existé des lois constitutionnelles sous la monarchie.
