Aus diesem Impuls entsprang auch die Programmformel »Wichern drei«, die Theodor Strohm 1998 propagierte. »Wichern drei« meint in kurzen Stichworten Folgendes: - Es geht um Selbsthilfepotenziale, neue Zusammenschlüsse und Initiativen, die geeignet sind, das bestehende System zu transformieren. - Es geht um einen Perspektivenwechsel von der zwar auch durchaus kritisierten, aber faktisch doch vorherrschenden problemorienterten Einzelhilfe in Richtung auf längerfristige, sozialräumliche, umfassende und damit zielgruppenabhängige Lösungsansätze. - Es geht um Sozialraumorientierung, bürgerschaftliches Engagement, Berücksichtigung von lebensweltlichen Kontexten und Förderung sozialer Kompetenz. Der Begriff »Wichern drei« hat sich bislang noch nicht durchgesetzt, obwohl er markant und programmatisch ist. Allerdings hat sich mittlerweile ein Diskurs um Gemeinwesendiakonie entwickelt, der aktuell an Bedeutung gewinnt. Dabei zeigen die Kennzeichen von Gemeinwesendiakonie eine erstaunliche Nähe zu den beschriebenen Eckpunkten von Theodor Strohms »Wichern drei«.
