The advent of foreign capital and technology into the Third World countries including India in the late fifties has substantially affected the orientation of the economy of the latter. The Third World counties are led to a situation where they are compelled to accept the enticing new style development models of International Governmental Organisations (IGOs). The impact of these on the economy of different countries is not always condusive to the development process. On the other hand it has helped to subserve the interests of the IGOs Multi national corporations and the ruling class of the Third World. The experience with the rural development programmes launched in India at the instance of IGOs appears to be no different. Through these programmes are grounded in the rhetoric of radical change they remains basically incremental or reformist within the conventional liberal paradigm. Although there have been many studies on the rural employment programmes in India very few have noticed the covert designes of IGOs in formulating and implementing these programmes which have adversely affected the rural poor and economy. Public Policies, in India, are broadly of two types; policies which can alter the existing unequal socio economic structure and policies which are of incremental nature. Policies like land reforms, if enforced effectively, belong to the first category, while Food Security Policies like Targeted Public Distribution System belong to the second category and do not affect the unequal socialeconomic structure. Though food security policies are in operation for several decades, they have not taken into account the food sovereigntythe right of people to have healthy and culturally appropriate food and variations in seasons, family size, age group, gender, and supply of adequate quantity and quality of food grains to the needy. The target group members are not involved in core components of democratic governance such as legitimacy, accountability, competency, participation, consensus, equitability and inclusiveness. Peoplecentered governance is a prerequisite for the success of Food Security Policies. Dr. Ch.Bala Ramulu is currently a UGC Emeritus Fellow working on "Inclusion and Exclusion of Marginalized Communities at the Grassroots Level Democratic Institutions". He was a National Fellow, Indian Council of Social Science Research, New Delhi (20122014) and worked on "Governance of Food Security Policies in India". Dr. Ch.Bala Ramulu was Professor of Public Administration at Kaktiya University, Warangal, Telangana, India for more than three decades. He served the University in different academic & administrative capacities. He received the University's Best TeacherResearcher award and the State Best Teacher award.
