Arthur Balfour, later first Earl Balfour, was UK Prime Minister from 1902 to 1905, succeeding his uncle Lord Salisbury. Free Trade and Tariff Reform were contentious issues at the time of the speech and the differing views in government weaked Balfour's cabinet and indirectly led to the Liberal landlside victory over the Conservatives in January/February 1906, Balfour having resigned as PM the previous month.
