This chronicle traces the evolution of U.S. Navy salvage forces and of salvage operations within the Navy. Salvage operations, and indeed Navy salvage as a whole, cannot be looked at as a series of independent, random incidents. Like the Navy itself, salvage operations are part of a constantly changing continuum affected by changes in technology, national policy, budgets, and other influences inside and outside the Navy. Only by viewing salvage operations in this way can we understand the evolution of salvage within the Navy, the value of Navy salvage to the nation, and the place of salvage operations in the maritime activity of the world. Salvage is not for everyone. It is hard work-dirty, dangerous, and demanding. The jobs look easier than they are. The risks are high, the problems severe and unique, and the line between success and failure thin. Salvage is also tremendously exciting and satisfying. The thrill of a salvor when a stranded ship refloats or a sunken wreck rises has few parallels. On the other hand, the defeats are devastating.
