Vehement versuchte Russland seit Anfang der 1990er Jahre mit der sukzessiven Erhöhnung der Erdgaspreise sowie durch Umgehungspipelines den wirtschaftlichen und vor allem aber auch den politischen Druck auf die Ukraine zu erhöhen. Der Streit eskalierte erneut mit Einstellung der russischen Erdgaslieferungen an die Ukraine zum 1. Januar 2006. Jedoch führte, wie schon einige Male zuvor, die ukrainische Kontrolle über die Transitpipelines gen EU zu einer Pattsituation. Und daran wird sich auch mit den russischen Umgehungspipelines durch Polen (Jamal-Pipeline) und die Ostsee (fertiggestellt bis 2010) nichts ändern, da selbst dann noch zwei Drittel der russischen Exporte die Ukraine passieren müssten (Pleines 2006: S.46f). Kritik an Russland ließ nicht lange auf sich warten - vor allem aus den europäischen Hauptabnehmerstaaten, die im Schnitt immerhin bis zu einem Drittel der vertraglich vereinbarten Gasmenge im Zeitraum des Erdgas-Stopps einbüßen mussten. Und in Anbetracht der Tatsache, dass der EU-Bedarf an importierten Energierohstoffen weiter steigen wird - bis 2030 auf 70 % und davon voraussichtlich 60 % (Gas) aus Russland - zeigt sich innerhalb der EU eine zunehmende Sensibilisierung bezüglich des Themas Energiesicherheit (Schneider; von Harbou 2007: S. 1)Zu Beginn beschäftigt sich diese Ausarbeitung daher mit den Gründen für die gewachsene Aufmerksamkeit auf die Energieversorgungssicherheit der EU, um dann Schrittweise einer gemeinsamen EU-Energiepolitik näher zu kommen. Der Kernpunkt liegt hierbei auf den Leitlinien für eine EU-Energieaußenpolitik und den bisherigen Fortschritten seitens der EU.Im zweiten Teil wird dann die Europäische Energieaußenpolitik am Beispiel der Außenpolitik mit den zentralasiatischen Ländern betrachtet. Dabei sollen konkrete in Anwendung befindliche Förderprogramme der EU näher beleuchtet, aber auch auf die bilateralen Beziehungen der EU zu den Einzelstaaten der Region eingegangen werden. Des Weiteren beschäftigt sich die vorliegende Arbeit mit den Veränderungen in der Wahrnehmung der Zentralasiatischen Staaten nach dem 11.
