(1797) die einzige Veröffentlichung. - Der badische Jurist und Politiker K. C. Berckheim (1774-1849) war seit 1813 Innenminister von Baden und begleitete den Großherzog zum Wiener Kongress. "Bei den Verfassungsvorbereitungen war er beteiligt, ohne allerdings das konstitutionelle Wesen gutzuheißen. 1816 versuchte er in Mailand Kaiser Franz dahin zu bringen, den Breisgau beim Eintritt der hochbergischen Erbfolge bei Baden zu belassen, erreichte diesen Verzicht jedoch nicht. 1817 wurde er Gesandter am Bundestag. Hier brachte er 1819 die Territorialverhandlungen zum Abschluß. B. trug dazu bei, daß sich Baden dem von Württemberg angestrebten "Bund im Bunde" der süddeutschen Höfe fernhielt. Streng konservativ gesinnt, suchte er die Souveränität der Fürsten auf jede Weise zu stützen. Er lehnte die Einmischung der Großmächte und des Bundes in innere Angelegenheiten der Bundesstaaten ab, vor allem als er 1821 wieder Minister des Innern geworden war, und bestritt auch dem Landtag jedes Recht der Kritik an der Staatsverwaltung. Als dieser im Dezember 1824 aufgelöst wurde, beeinflußte er die Neuwahlen zu den "ministeriellen Landtagen" von 1825 und 1828, in denen jede Opposition erstickt wurde. Bei den endgültigen Territorialausgleichsverhandlungen 1827 wies er die bayerischen Ansprüche zurück und brachte einen Vertrag mit Frankreich zustande, in dem dieses die neuen Grenzen anerkannte. Beim Regierungswechsel 1831 wurde B. als Minister pensioniert und zum Großhofmeister ernannt" (H.
