It examines the international effort against the piracy that struck shipping off Somalia from 2008 onward. The book focuses on actions by non-Somali governments and intergovernmental organizations. Most of these took place at sea, but some were on land or in the legal sphere. Somali actors and the shipping industry are treated mainly in relation to those efforts. Individual chapters cover the failed-state and regional background of the piracy, the operational problems of naval counterpiracy missions, and the legal duties and arrangements for prosecuting suspects, including trials in Kenya, the Seychelles and Tanzania. Two questions run through the book: how actors of different nationalities interact, and what the prospects are for closer cooperation. The concluding chapter returns to both and identifies themes for further research.…
