Schüler der Lehranstalt Philanthropin im Schloss Marschlins. Danach bildete er sich am Pfeffels Inst. in Colmar (Elsass) und in Neuenburg weiter. Handelsherr. Nach der Heirat verbrachte B. längere Zeit in Oberitalien. Ca. 1795-1815 baute er eine Bibliothek von aufklärer. Werken auf, die allen Interessierten, u.a. Oswald Heer, offen stand. Dieser nannte nach B. den Sernftaler Urvogel Protornis Blumeri. Die von B. angelegte naturhist. Sammlung ist verschollen. In der Helvetik amtierte er 1800-02 als Erziehungsrat des Kt. Linth. 1803 warb er als Verehrer Pestalozzis für dessen Schulbücher.- Grossvater von Johann Jacob Blumer (1819-1875), Jurist in Glarus u. am Bundesgericht. 600 gr.
