Dit eerste deel van zijn biografie eindigt in 1946 en geeft een beeld van het milieu waaruit Romme voortkwam, vertelt van zijn studententijd, zijn werkkringen, zijn publikaties en van de hem aangewreven economische collaboratie in de Tweede Wereldoorlog. Het werk is zo diepgaand dat dit de leesbaarheid aantast. Het is echter zo goed gedocumenteerd dat het goed als naslagwerk te gebruiken zal zijn. Het boek bevat een uitgebreid notenapparaat, een biografie met bronnen en een literatuurlijst, en een personenregister. Het is jammer dat de maatschappelijke context van deze periode wat onderbelicht is, maar samen met het tweede deel zal dit werk een standaardwerk over deze politicus gaan vormen.
