Lord Thomas Brassey (1836-1918) wa…s a representative from Hastings and held high offices in the Admiralty, Governor of Victoria (1895-1900), and was the first person to circumnavigate the world in a private yacht, July '76 to May '77. Pamphlet concerned with the naval budget for the year 1903-04 along with an assessment of the British navy's condition and how ready for war if need be. Lord Brassey was editor for THE NAVAL ANNUAL (1886-on) and as such was current on information as to matters touching on the budget of the fleet. Clean copy.

NOTE that volume I in particular is only in fair condition, hence the low price for the item. Each volume is blue cloth gilt but the spine of vol I has discoloured to while the sides are duller than…those of vol II; ex-library with a library stamp, annotated neatly in ink, on one of the prelims and the end papers of each volume; the front hinge of vol I has a 25mm tear at the foot while at the head of the spine a similar sized patch has been roughly glued back into place; the back cover, variously up to around 50mm from the back hinge has suffered water damage and consequent discolouration and damage to the covering fabric and with the hinge now weak; some foxing in both volumes but the contents, particularly of vol II, generally clean. . . Brassey was a Liberal politican, serving under both W E Gladstone and Lord Roseberry. He headed the Royal Opium Commission and was Governor of Victoria, Australia, from 1895 to 1900. In 1886 he founded the eponymous Naval Annual which brought together expert articles on naval developments. . . NOTE that as the two volumes together weigh some 1.5kg there will be a carriage supplement for overseas (but not domestic UK) orders, the exact amount depending on destination and form of carriage.

Publisher's original pictorial brown cloth bindings with l…ettering and design to spine in gilt. Wear and softening/bumping to spine ends and extremities. Both volumes have colour frontispieces with tissue guards; monochrome plates, line drawings, maps, tables and diagrams; also colour plates with flags. Both spines and page blocks remain firm and tight. A very slight age-fading to spines although lettering still easily and completely legible. There is a little age-toning and foxing, but not nearly as much as one might expect from books of this age. Internally clean. Name/address of previous owner written neatly to ffep and half title page of Volume 1, (in which the 1 is underlined twice neatly on the half title page).

Each 23.5 × 15.5cm, xxxv, 301pp +40pp ads, xxii, 494pp. Both volumes inscribed by Sydney Chapman, vol 1 has "To all at Thorn Tree House from S.J.C….", while Volume 2 has "To all at Thorn Tree" in the same hand. Each book carries the bookplate William Mordey (designed by Yorkshire artist Elisabeth Brockbank, 1912). The first two volumes of economist Sydney Chapman's Work and Wages (there was a third volume, Social Betterment), building on Lord Brassey's 1872 title of the same name. Chapman examines the dynamics of the labour market in various industries (shipbuilding, iron, cotton etc). The first volume examines the influences of foreign trade on the working classes, the second looks at the determination of wage rates, and the role trade unions and government in setting wages and working condition. Condition: Both volumes are in very good condition for age. There is some marking to the rear board of volume one, both books have some wear to the spine ends and tanning to the page edges but both remains in solid shape and in strong readable condition.
