Come venne realizzata? A che cosa giunse prima del celebre "colpo di spugna", cioè l'amnistia promossa dal guardasigilli Palmiro Togliatti, del 22 giugno 1946? Nella fattispecie, cosa accadde tra il 1943 e il 1947 agli ex fascisti? Quanti erano? Di cosa furono accusati? Queste sono solo alcune delle domande a cui il libro prova a rispondere, sviluppate in sincronia con il crescente interesse storiografico per l'argomento, in particolare sui modi, i tempi e le pratiche di quella che è stata giustamente definita la «transizione» politica italiana dal regime fascista alla Repubblica. L'analisi, condotta in larga parte su materiale archivistico, prende le mosse da quanto avvenne nel comprensorio labronico all'indomani del 25 luglio 1943 e da un esame delle reazioni della autorità pubbliche e della popolazione civile. Emerge da subito un diverso approccio al problema dei residui "umani" del regime, che si ripropose anche dopo la parentesi dell'occupazione nazifascista e l'arrivo degli angloamericani. Tra Alleati, Comitato provinciale di Liberazione Nazionale e Prefettura s'insinuò una nuova autorità pubblica, la Delegazione provinciale dell'Alto commissariato per le sanzioni contro il fascismo. Rivolta inizialmente solo verso l'epurazione amministrativa degli enti locali provinciali, riuscì lentamente ad allargare lo sguardo ed occuparsi delle sanzioni economiche e penali contro gli ex fascisti. Per la prima volta è stato possibile studiare a fondo l'attività della Corte d'assise straordinaria di Livorno, e quindi gli effetti pratici dei processi politici celebrati nell'immediato secondo dopoguerra nella provincia toscana. Da ultimo, la rapida liquidazione delle sanzioni contro il fascismo fece naufragare l'attività della delegazione, velocizzando il riassorbimento dei vari imputati nella compagine politica democratica locale e la nascita di una fitta rete neofascista in un'importante provincia della "roccaforte rossa" regionale.
