Strategic Studies Quarterly is a quarterly peer-reviewed academic journal sponsored by the United States Air Force covering issues related to national and international security. Civil military relations (Civ-Mil or CMR) describes the relationship between civil society as a whole and the military organization or organizations established to protect it. More narrowly, it describes the relationship between the civil authority of a given society and its military authority. Studies of civil-military relations often rest on a normative assumption that civilian control of the military is preferable to military control of the state. The principal problem they examine, however, is empirical: to explain how civilian control over the military is established and maintained. While generally not considered a separate academic area of study in and of itself, it involves scholars and practitioners from many fields and specialties. Cimbala wrote on Nuclear Proliferation in the Twenty-First Century: Realism, Rationality, or Uncertainty. Martin C. Libicki is an American scholar and Professor at the Frederick S. Pardee RAND Graduate School in Santa Monica, California. He has participated in Track II diplomacy with regards to negotiations between the United States and China on cybersecurity.[3] On the United States response to possible cyberattacks, he has argued for a conservative approach, suggesting that overreacting may hurt US national security interests more. Stephen J. Cimbala, Distinguished Professor of political science at Penn State Brandywine, is the author of numerous works on national security policy, arms control, and conflict termination. Kevin Patrick "Chilli" Chilton (born November 3, 1954) is an American mechanical engineer, and former United States Air Force four-star General and test pilot. His last assignment was as Commander, U.S. Strategic Command from October 3, 2007 to January 28, 2011. Prior to his appointment to general officer ranks, Chilton spent 11 years of his military career as a NASA astronaut. He retired from the Air Force on February 1, 2011, after having achieved the highest rank of any military astronaut. The Nuclear Posture Review is a process "to determine what the role of nuclear weapons in U.S. security strategy should be." The first NPR of 2002 was the second of these quadrennial reviews of United States nuclear forces undertaken by the United States Department of Defense. The first took place in 1994. The final report is National Security Classified and submitted to the Congress of the United States. On January 27, 2017, President Donald Trump directed Secretary of Defense James Mattis to initiate a new Nuclear Posture Review (NPR). The President made clear that his first priority is to protect the United States, allies, and partners.
