They must be done in a prudent, methodical way with patience and determination while taking into account certain realities to mitigate its impact on the rural populations.Cet ouvrage explore l'évolution des systèmes fonciers dans le bassin du fleuve Niger au Mali. Il analyse les fondements de la tenure foncière et les différentes perturbations culturelles que les systèmes fonciers de cette région a connu depuis le IXe siècle Malgré la résistance des logiques paysannes, le processus d'individualisation de la propriété foncière amorcé depuis la colonisation continue et a commencé, ces vingt dernières années, à s'accélérer à cause des nouvelles politiques de développement de l'État. Ce phénomène est mis en évidence par la multiplication et la complexification des différents acteurs qui interviennent dans le foncier. Les grandes familles connues sous le nom de Kabila se disloquent suite à des contradictions liées au partage des revenus des cultures. Les conflits fonciers se transportent de plus en plus devant les tribunaux qui montrent le plus souvent leurs limites car les décisions de justice ne peuvent pas le plus souvent être appliquées sur le terrain. À côté des traditionnels agriculteurs et pasteurs, apparaissent des organisations non gouvernementales nationales et internationales, des associations, des collectivités territoriales et des grands et petits privés exploitants agricoles. L'émergence de ces acteurs et la politique de réformes institutionnelles de l'État qui se résume à la décentralisation et au toilettage et création de textes juridiques, contribuent inexorablement à promouvoir la concertation et à renforcer la démocratie basée sur le libéralisme économique et l'individualisme. Situation qui favorise non seulement la déstructuration du foncier coutumier, mais aussi la reconnaissance partielle ou totale de certaines règles coutumières relatives au foncier. Ainsi, l'ouvrage met en évidence, le changement progressif du statut de la terre et des rapports à la terre au Mali en général et dans le bassin du fleuve Niger en particulier. Il est suggéré que malgré ces transformations inévitables, les réformes institutionnelles doivent être mesurées. Elles doivent se faire d'une manière prudente, méthodique avec patience et détermination tout en prenant en compte certaines réalités pour atténuer son impact sur les populations rurales.…
