In the 1960s and 1970s, General Dunn oversaw some of the biggest military construction projects, including the NASA Johnson Space Center in Houston, several nuclear missile installa…tions and improvements to the Arkansas River. He also was in charge of all military construction during a period of major buildup in Vietnam in the mid-1960s. He was director of the Titan II missile system construction. At the Defense Nuclear Agency, he oversaw nuclear weapons testing and management of the nuclear stockpile. He was chairman of the NASA Aerospace Safety Advisory Panel. Base Development in South Vietnam describes the tasks, accomplishments, and problems of Army engineers in the construction of ports, airfields, storage areas, ammunition dumps, housing, bridges, roads, and other conventional facilities in Vietnam from 1965 to 1970. In February 1966 the Directorate of Construction was established in the Military Assistance Command, Vietnam, to provide centralized management of the U.S. program. As the first Director of Construction, he had the duty, as the principal staff officer for engineering and base development, to assure that the construction effort was responsive to tactical needs and priorities. Among his assigned tasks were holding construction to minimum essential requirements and enforcing the most austere standards consistent with operational needs and tactical objectives. Embracing ports, airfields, storage areas, ammunition dumps, housing, bridges, roads, and other conventional facilities. the construction program was probably the largest concentrated effort of its kind in history. One feature of the program was unique. Because engineer troops were few at the beginning, contractors and civilian workmen for the first time in history assumed a major construction role in an active theater of operations. Without their contribution, many more troops would have been required to do the job.

The United States Army has met an unusually complex challenge in Southeast Asia. In conjunction with the other services, the Army has fought in support of a natio…nal policy of assisting an emerging nation to develop governmental processes of its own choosing, free of outside coercion. In addition to the usual problems of waging armed conflict, the assignment in Southeast Asia has required superimposing the immensely sophisticated tasks of a modern army upon an underdeveloped environment and adapting them to demands covering a wide spectrum. These involved helping to fulfill the basic needs of an agrarian population, dealing with the frustrations of antiguerrilla operations, and conducting conventional campaigns against well-trained and determined regular units. While cognizant that history never repeats itself exactly and that no army ever profited from trying to meet a new challenge in terms of the old one, the Army nevertheless stands to benefit immensely from a study of its experience, its shortcomings no less than its achievements. At the request of the Chief of Staff, a group of senior officers who served in important posts in Vietnam and who still carry a heavy burden of day-to-day responsibilities has prepared a series of monographs. All monographs in the series are based primarily on official records, with additional material from published and unpublished secondary works, from debriefing reports and interviews with key participants, and from the personal experience of the author. Lieutenant General Carroll H. Dunn is specially qualified to tell the story of Base Development construction in Vietnam. In January 1966 he became Director of Construction for the U.S. Military Assistance Command in Vietnam, responsible for all Department of Defense construction in the country. In June 1966 he became Assistant Chief of Staff for Logistics and held that post until his return to the United States in the fall of 1967. Lieutenant General (Ret.) Carroll H. Dunn began his 35-year Army Engineering career in 1938, which took him from a Second Lieutenant through Lieutenant General, U. S. Army. His career included a Battalion Commander at age 26 with 11 months combat in World War II, construction supervision of projects such as the National Aeronautics and Space Administration (NASA) Manned Spacecraft Center at Houston, Arkansas River Navigation and Flood Control Project, and both Titan II Missile Base construction and Ballistic Missile Early Warning System for the Air Force. Other assignments included Director of Construction and Logistics for the Military Assistance Command in Vietnam, Deputy Chief of the Army Corps of Engineers, and Director of the Defense Nuclear Agency. At the Defense Nuclear Agency, he oversaw nuclear weapons testing and management of the nuclear stockpile. His second career began upon retirement from the Army in 1973. He served as Senior Vice President for Construction, Engineering, and Environmental Affairs for Consolidated Edison Company of New York. He was responsible for upgrading and expanding power generation and high voltage transmission for the New York City metropolitan area. Following his retirement from Consolidated Edison in 1981, he became a consultant to the Business Roundtable's Construction Committee, directing in-depth study of the nation's construction industry. This resulted in the publication of a series of reports containing recommendations for substantial improvement in the efficiency and stability of the construction industry. One of the recommendations led to the establishment of the Construction Industry Institute at the University of Texas-to continue research of construction problems, from planning and engineering to construction and completion. Among his awards in recognition of service in the military are the Distinguished Service Medal with two oak leaf clusters, Silver S.
