Ouvrage traduit par l'abbé Jean Needham Tuberville (une note manuscrite collée à la page de titre l'identifie précisément comme un «savant anglais connu pour ses observations microscopiques» et renvoie vers le Dictionnaire des ouvrages anonymes d'Antoine-Alexandre Barbier, Paris, 1875, tome III qui mentionne sa Parodie de la troisième lettre du proposant, adressée à un philosophe s.l.n.d.). Homme d'état et scientifique anglais formé en Suisse par le physicien Georges-Louis Le Sage, le troisième comte Stanhope fait de l'électricité sa spécialité avec la parution de cet ouvrage en 1779. Il y expose sa théorie du return stroke ou lateral shock («coup de retour») qui lui permet de détailler les effets du contact de la foudre avec le sol à travers 71 expériences. Il y décrit les appareils qui lui permettent de mesurer les décharges électriques, leur déroulement et leurs effets les unes par rapport aux autres. Ses conclusions seront enrichies dans un autre texte qu'il écrit en 1787 dans les Transactions philosophiques de la Société royale de Londres dont il est membre depuis 1772. Il est l'un des théoriciens à l'origine du paratonnerre comme on peut le lire à la fin de la dix-neuvième partie: «Je n'ai jamais vu d'exemple, et je crois même que personne ne pourrait m'en citer, d'un coup de tonnerre explosif déchargé sur un conducteur métallique bien élevé, très aigu et parfaitement conique, construit et placé avec toutes les dispositions requises que je viens de détailler » (P.204). Parmi ses contemporains anglais sur la question, on peut citer Edward Nairne (1726-1806) et Benjamin Wilson (1721-1788) avec les théories duquel il exprimera fermement son désaccord: « Si le lecteur connaît les disputes qui se sont élevées en Angleterre sur la forme des conducteurs, il s'étonnera peut-être de ce que je n'ai fait aucune mention des expériences électriques de Mr. Wilson relatives à cet objet. Mais, comme je compte donner bientôt au public une réfutation positive des conclusions qu'on en a tirées, je n'ai pas cru devoir confondre une exposition de faits nouveaux et importants avec cette réfutation de principes qui mériteraient certainement bien peu de considération sans les doutes qu'ils ont fait naître dans l'esprit de quelques personnes » (Préface citée par : Brunet Pierre.
