In this scenario, many countries have created security strategies to protect themselves in cyberspace. This paper presents the concepts for establishing a national cyber security strategy using the Grounded Theory research method. At the end of the analysis, a conceptual model was designed and its adherence was studied by comparing it with the cyber strategies of some countries. Le nazioni sono diventate dipendenti dalle TIC e le interruzioni causate da vulnerabilità o sabotaggi in queste infrastrutture possono mettere a rischio la sovranità nazionale. In questo scenario, molti Paesi hanno creato strategie di sicurezza per proteggersi nel cyberspazio. Questo articolo presenta i concetti per stabilire una strategia nazionale di sicurezza informatica utilizzando il metodo di ricerca della Grounded Theory. Al termine dell'analisi, è stato progettato un modello concettuale e ne è stata studiata l'aderenza confrontandolo con le strategie cibernetiche di alcuni Paesi. Questo dimostra che i concetti non sono definitivi, ma dinamici, e che il modello proposto può essere un'alternativa per la creazione di strategie nazionali di cyber security o per la revisione di iniziative esistenti.
