He acknowledges the present global instability (without naming the Oil Crisis), underlines Kuwait's commitment to international and regional organisations (the UN, Arab League, Non-Aligned Movement), cooperation with other Gulf states, addressing the Palestinian problem (which "occupies a privileged place in Kuwait's foreign policy"), and outlines areas of cooperation with France. Articles include a chronology of the Kuwait Oil Company, the oil sector, Kuwait as an example to the Arab world (a long piece profiling Kuwait's modernisation, urban planning, industry, respect for traditional customs and livelihoods, etc), the water and electricity problem, social policy for all, women and their role, the battle for managers, Franco-Kuwaiti trade relations, and a Fact Sheet.
