Dies stellte die Kommission 'Wohnungswirtschaftlicher Strukturwandel in den neuen Bundesländern' fest und empfahl der Bundesregierung die Unterstützung eines flächenhaften Rückbaus von mindestens 350.000 Wohneinheiten.Seit 2001 wird im Rahmen des Bund-Länder- Programms 'Stadtumbau Ost' die Umgestaltung der Städte bezuschusst. Neben einer Abrissförderung sind dabei auch Instrumente für die qualitative Aufwertung von Wohnquartieren vorgesehen. Die Überzeugung, den Problemen auf dem ostdeutschen Wohnungsmarkt mit einer Mengenreduktion des Angebotes zu begegnen, musste jedoch erst reifen. Noch 1994 war die damalige Bundesregierung davon überzeugt, die sich abzeichnenden Probleme vor allem in den Großwohnsiedlungen mit qualitativen Verbesserungen des Angebotes lösen zu können. Tatsächlich war der ostdeutsche Wohnungsmarkt zur Zeit der Wende durch große Knappheiten geprägt. Zwar war die Zahl der vorhandenen Wohnungen mehr als ausreichend, jedoch hatte vor allem die Qualität des Altbaubestandes aufgrund mangelnder Instandsetzung schwer gelitten. Großzügige Fördermaßnahmen für den Ausbau und die Modernisierung des Immobilienbestandes sollten diese Engpässe beseitigen. Im Ergebnis sind aktuell Leerstandsquoten von teilweise über 40% in einzelnen Vierteln ostdeutscher Städte zu registrieren. Neben einer starken staatlich induzierten Neubautätigkeit ist für viele Städte ein Rückgang der Wohnungsnachfrage zu beobachten.Welche Alternativen stehen jedoch einem Rückbau gegenüber Bisherige Erfahrungen mit lokaler Schrumpfung der Bevölkerung waren in erster Linie mit strukturellem Wandel verbunden.
