A… speech that was originally delivered before the United States House of Representatives on May 18, 1848 by William Michael Cocke (1815-1896), an American lawyer and politician. He served as a U.S. Representative from Tennessee from 1845-1849. He was a Whig. In this speech, Cocke summarizes his views of the Mexican-American War and the actions taken by the administration of President James K. Polk in relation the war. Cocke explicitly states that he had given his vote in favor of deeming the war "unconstitutionally" and "unnecessarily" started by Polk. Cocke has not changed his view and doubles down on the administration for its actions. He criticizes specific aspects of Polk's decisions such as sending U.S. troops to the Rio Grande, sending U.S. Minister John Slidell to Mexico in a questionable diplomatic mission, and hiding his correspondence with Slidell. Cocke is vehemently opposed to the financial expenditures of the war, especially since he is responding to a recent bill supported by Polk that requested about an additional $10 million for continued prosecution of the war (the war had ended in February 1848 but it is likely that the news of the war and the Treaty of Guadalupe Hidalgo were still unfolding to contemporary Congressmen of the time). Cocke also criticizes the acquisitions of California and New Mexico, the payment for the two territories, and other financial expenses relating to the war including veterans' pensions. He also laments the cost of the war in terms of lives lost and those who succumbed to disease while in service during the war. He repeatedly lambastes Polk's phrase, "Indemnity for the past and security for the future" which referred to the payments and land acquisitions from Mexico following the war. A table in back shows statistical figures about the number of American men who were discharged, killed, or wounded since the start of the Mexican-American War.
