Ce dévoiement se repère dès le tournant du XXe siècle, mais s'observe bien plus encore dans le fonctionnement des grands meetings partisans de l'entre-deux-guerres. Face à cette transformation, le pouvoir n'hésite pas, dans la seconde moitié des années 1930, à revenir sur les dispositions libérales qui fondaient le droit de réunion depuis 1881. Le travail de Paula Cossart, à la croisée de l'histoire et de la science politique, est une contribution importante à notre connaissance de la vie politique sous la Troisième République.
