Brossura--- Fin dallo scoppio della Grande Guerra, se non addirittura dalla sua immediata vigilia, l'aviazione militare conobbe un rapido sviluppo sotto sia il profilo tecnologico che del pensiero strategico. La comparsa dell'arma "nuova", «una creatur…a del ventesimo secolo», era destinata ad avere un significativo impatto sulle percezioni di sicurezza non solo di tutti i paesi nel frattempo coinvolti nel conflitto, ma anche dell'intera comunità internazionale. La diplomazia, evidentemente, non poté che agire di conseguenza, lo fece fin dalla Conferenza di Pace di Parigi del 1919, come tra l'altro lo stesso Trattato di Versailles dimostra con le clausole di natura Aeronautica imposte alla Germania sconfitta, e lo fece anche nel corso del decennio successivo, cercando di instaurare un confronto multilaterale volto a regolare l'impiego militare e civile dell'aviazione. Alla luce di quanto era accaduto tra il 1914 e il 1918, si era consolidato infatti, il timore che il bombardamento aereo non costituisse un "semplice" atto bellico bensì avesse gravi ripercussioni sulla popolazione.
