Nach seiner Promotion und Priesterweihe in Rom im Jahre 1904 wurde er 1905 Bischofssekretär und Professor für Kirchengeschichte, Apologetik und Patrologie am Priesterseminar in Bergamo. Im Ersten Weltkrieg wurde Roncalli als Sanitäter und Militärskaplan eingesetzt. 1925 trat er, nach seiner Ernennung zum Apostolischen Visitator in Bulgarien, in den diplomatischen Dienst des Heiligen Stuhls ein. Im gleichen Jahr folgte seine Erhebung zum Titularerzbischof von Areopoli. Neun Jahre später ernannte ihn Papst Pius XI. zum Apostolischen Delegaten für die Türkei und Griechenland und zum Administrator des Apostolischen Vikariats in Istanbul. Roncalli lernte dadurch sowohl die griechisch-orthodoxe, sowie die unierte Kirche kennen. Während der Zeit der Besetzung Griechenlands durch die deutschen Truppen machte er sich durch seineHilfsbereitschaft für die Bevölkerung einen Namen. Ende 1944 wurde er überraschend von Papst Pius XII. als Nuntius, damals einer der wichtigsten und schwierigsten Posten des Vatikans, nach Paris berufen. A standardized instrument to measure the linguistic proficiency of groups or individuals would be a valuable help to optimize teaching methods for English in primary school. It would also support the definition of a mandatory curriculum and allow to measure the improvement of quality of education. Additionally, it would be an useful diagnostic instrument for teachers who want to improve the effectiveness of their classes. The first step to construct such an instrument is the definition of what English proficiency actually is. A framework is developed that encompasses two dimensions with four components each. The first dimension is the content dimension, including the components vocabulary, grammar, auditory, and vocal skills. These components make people speak and understand English well, however they cannot be observed directly.
