La constatazione soprattutto alla luce degli angosciosi momenti che si vivono nella zona flegrea è che oltre il terremoto che ancora altro che tiene in tensione la popolazione e chi la governa e che richiede vigilanza e azione. Girare pagina e andare oltre, evidentemente, non significa mettere una pietra sull'accaduto e pensare ad altro; bensì creare concretamente le premesse perché il capitolo terremoto con tutto quello che ne può conseguire di lutti e distruzioni sia chiuso una volta e per sempre. Come? Certamente non si può nè mai si potrà influire sul terremoto come fenomeno naturale. Al contrario si può e si deve pienamente intervenire sul potenziale carico calamitoso di questo evento. Si può, cioè, evitare che uccida ed evitare che distrugga preparandosi a riceverlo. Tutto ciò è un fatto di cultura, di conoscenza innanzitutto delle calamità naturali. Le calamità naturali sono eventi naturali di particolare violenza, generalmente ritenuti imprevedibili Ogni anno si registrano sulla superficie terrestre, centinaia di eventi calamitosi con effetti disastrosi sulle cose e sulle persone alluvioni, frane, terremoti, valanghe, Ogni volta che questi eventi si verificano si ripropone problema dell'impotenza dell'uomo di fronte alla violenza della natura e si risolve appellandosi alla fatalità. Una osservazione più approfondita della realtà tende a ridimensionare questa posizione fino a rovesciarla sostenendo che molti eventi calamitosi sono tanto più disastrosi quanto maggiore e stata la violenza dell'uomo contro la natura (disboscamenti, estensione dell'agricoltura in zone non idonee, abbandono del terreni agricoli nelle zone in declivio) o la sua imprevidenza (costruzione di abitazioni, dighe ecc. in zone sismiche senza i necessari accorgimenti), e, ancor più, che lungi dall'essere imprevedibili, questi eventi sono tutti, in varia misura prevedibili e in grado di essere fronteggiati e limitati nel loro potenziale dannoso. In genere, comunque, l'atteggiamento che si assume di fronte al verificarsi di eventi calamitosi e quello fatalistico della imprevedibilità degli stessi, ma l'approfondimento della causa di molte catastrofi dimostra che questa posizione è dettata dalla imperdonabile ignoranza di uomini che cercano solo di coprire miseramente le proprie responsabilità aiutati in ciò da disposizioni giuridiche o amministrative troppo spesso inadeguate alle ambizioni dell'uomo (M. Roubault). Più corretto scientificamente è ritenere che se non può impedire tutto, l'uomo può prevedere molto.
