À la fin du XIX? siècle, il est un des plus ardents défenseurs de la décimalisation du temps (jour, heure, minute). Après avoir étudié les archives de Toulouse et de Marseille, il proposa un système basé sur le « cé » (centijour), soit un centième de jour. Son approche originale résidait dans le fait qu'il proposait un système de décimalisation du jour en lien avec une heure universelle* et rédigea un certain nombre d'articles liés à ses recherches, publiés notamment dans le Bulletin de la Société de Géographie de Toulouse **. Avec des horlogers, il conçut une montre décimale appelée « cémètre » destinée à appliquer ce système. Ses archives et travaux sont aujourd'hui conservés à Toulouse au Musée du temps. Ces deux albums inédits, compulsés sur plusieurs années par l'auteur, correspondent à des recherches de terrain liées à la décimalisation en Europe. Dans dans le premier album, Joseph de Rey-Pailhade a recensé et reproduit, par la photographie ou le dessin, un très grand nombre de cadrans solaires, observatoires et astrolabes ainsi qu'une pendule décimale située dans un café de Toulouse. La plupart de ces pièces sont situées en France (Hôtels de ville, places publiques, horloges, églises, beffrois, châteaux de particuliers, etc.), quelques vues sous forme de cartes postales sont situées en Italie, et un tirage photographique à Baden-Baden. Le second album présente des pièces issues de collections diverses, publiques ou privées, dont la propre collection de l'auteur avec entre autres un astrolabe de Séville du XIIIe siècle de la collection Sauvaire***, une pièce romaine de la Collection Davat à Aix-les-Bains, un portrait du photographique du Docteur Garrigou avec un cadran solaire de l'abbaye de Fontfroide près de Narbonne, un astrolabe marocain et un quadrant de la collection de la Société archéologique du Midi de la France, des vues photographiques prises à Genève, Berne, dans le sud de la France (Fréjus) avec une vue de la "maison close d'Alphonse Karr" à Saint Raphaël, un cadran à l'entrée du marché de St Tropez aquarelle de Constance Daintrey (1870 ?-1919), une pièce du musée lapidaire d'Arles, un cadran solaire à réfraction dans l'eau de la collection de l'American Society, un cadran solaire à Evian, le beffroi et la cathédrale d'Amiens, etc. Au total, ces deux albums rassemblent près d'une centaine de documents ayant trait aux cadrans solaires et aux astrolabes dont : 9 planches de cadrans solaires dessinés par l'auteur au trait à l'encre noire (certaines planches sont rehaussées à l'aquarelle) contrecollées sur papier fort ; 70 tirages photographiques contrecollés et légendés à l'encre noire ainsi que 60 documents divers comprenant une vingtaine de cartes postales, 1 aquarelle de l'auteur, des images lithographiées ou gravées dont 16 reproductions d'astrolabes en noir. Insérés dans l'album se trouvent 4 diplômes originaux décernés à l'auteur : 2 diplômes de bachelier en droit et en lettres de l'université de France de l'Académie de Toulouse, datés de 1848 et 1850, cachets à sec ; 1 titre de résident décerné par la Société archéologique du Midi de la France, délivré à Toulouse le 26 mars 1890 et 1 diplôme de la Société archéologique et scientifique de Béziers, daté de 1891, cachets de la société.
