Was the stout aviator Victor Page' a huckster, or just an energetic entrepreneur who never seemed to raise enough capital to get any of his schemes -- including manufacturing air-cooled truck engines -- into mass production? After FDR created the National Youth Association as a spinoff of the Works Progress Administration in 1935, Page' -- former automotive editor of Scientific American -- launched a number of programs, from Louisiana to New England, designed to teach Depression-era teens to become aircraft mechanics. Dad joined up in Connecticut, on the promise anyone completing the course would get to go up on a flight with Page' in a small plane. Dad never got his ride.
