In dieser Debatte argumentieren die Befürworter der zwischenstaatlichen Koordinierung, daß ein Wettbewerb der Fiskalpolitiken gerade in offenen Volkswirtschaften ruinösen Charakter annähme und allen Beteiligten am Ende schade. Die Meinung der Befürworter einer strategischen Fiskalpolitik sei daher falsch; der Wettbewerb der Finanzpolitik führe nicht wie der Wettbewerb auf Gütermärkten zu Effizienzgewinnen, sondern zu Effizienzverlusten. Um der Gefahr von Negativ-Summen-Spielen vorzubeugen, sei eine Koordinierung der nationalen Steuer- und Budgetpolitiken unerläßlich. Mit dieser Grundthese setzt sich die Verfasserin auseinander. Sie legt den Begriff strategische Fiskalpolitik weit aus. Er umfaßt den Wettbewerb um knappe Ressourcen, im vorliegenden Fall also um Kapital, ebenso wie das vor allem in der ökonomischen Theorie der Spiele entwickelte Strategieparadigma, das besonders im Gefangenendilemma seinen Niederschlag findet. Der Leser tut gut daran, dort, wo von strategischer Politik die Rede ist, den traditionellen Wettbewerbsbegriff richt aus den Augen zu verlieren. Denn vieles, was als strategisches - also einige oder alle schädigendes -Verhalten in der öffentlichen Diskussion kritisiert wird, entpuppt sich bei näherem Hinsehen als Ausfluß normalen Wettbewerbsverhaltens bzw. als pekuniärer externer Effekt. - - -.
