This is the report of a special task force staff set up in August, 1968, by the District of Columbia Committee on the Administration of Justice Under Emergency Conditions. The task force was commissioned to probe more intensively several subjects discussed preliminarily in our Interim report of May 25j 1968. The task force report, entitled Justice in Time of Crisis, was prepared by a staff of professionals under the supervision of William A. Dobrovir, Esq. It deals primarily with two aspects of the administration of Justice during and after the civil disorders which followed the death of Rev.
