In de jaren vijftig van de twintigste eeuw werd westelijk Nieuw Guinea de izet van een conflict tussen Nederland en het pas onafhankelijk geworden Indonesië. In 1…962 stationeerde Nederland een aanzienlijke strijdmacht in dal gebied. Deze had tot taak een dreigende Indonesische aanval af te slaan. In diezelfde periode voerde de regering, met minister luns op Buitenlandse /aken, een actieve politiek om de verantwoordelijkheid voor dit gebied met anderen te delen. Onder sterke druk van Amerika werd op IS augustus het Akkoord van New- York getekend. Volgens de daar vastgestelde regelingen kwam Nieuw Guinea anderhalve maand later onder bestuur van de Verenigde Naties, die het gebied op 1 mei 1961 aan Indonesië overdroegen. Als tegemoetkoming aan de wensen van Nederland bevatte het akkoord de bepaling dat er na een aantal jaren van Indonesisch bewind een 'Daad van Vrije Keuze' zou plaatsvinden. Daarbij zouden de Papoea's zich mogen uitspreken over de vraag of zij de band met Indonesië wilden voortzetten of verbreken. Deze volksraadpleging vond plaats in 1969 onder het toeziend oog van de Verenigde Naties. In Een Daad van Vrije Keuze laat P.J. Drooglever zien hoe het Nieuw Guinea conflict ontstond, zich ontwikkelde en werd opgelost. Dat gebeurt aan de hand van breed archiefonderzoek in binnen en buitenland. Daarbij komen zowel de internationale ontwikkelingen als de gang van zaken op Nieuw Guinea zelf aan de orde. We zien hoe het gebied zich eerst ontwikkelde van achterhoek van Nederlands Indië tot een ontwikkelingsproject onder koloniale vlag. Vervolgens schetst de auteur een beeld van liet tussenbestuur van de Verenigde Naties en de eerste jaren van het Indonesische bewind. Het boek besluit met een verslag van de uitvoering van de Daad van Vrije Keuze en de reacties daarop in Nederland en in de Verenigde Naties. Daaruit blijkt dat de omstandigheden rond de raadpleging van meet af aan twijfel opriepen over de vraag of de uitslag werkelijk de stem van het volk vertegenwoordigde Condition : very good copy.
