The objectives were to determine the nature of Boko Haram insurgency on Nigeriäs security, examine the impact of the Boko Haram insurgency on the national security challenges confronting Nigeria, and determine the cost of tackling insurgency by the federal government of Nigeria.The resurgence of the Boko Haram attacks before, during and after the 2019 general elections showed that the Boko Haram insurgency has not been 'technically defeated' as claimed by the federal government of Nigeria. As at May 31, 2019 when this work was concluded, the daily update from the Nigeriäs Security Tracker (NST) of the Council of Foreign Relations (CFR) showed that more than 200 Nigerian and Multinational Joint Taskforce (MJTF), comprising Nigeria, Chad, Niger and Cameroonian troops, Civilian Joint Taskforce (CJTF), insurgents and civilians were killed in just May, 2019 (May 10 ¿ May 31, 2019). These deaths were possible through suicide missions, guerilla attacks, bombings, communities¿ massacre, gun battles, ambush, sporadic shooting, kidnappings etc.From 2011 to 2018, Boko Haram insurgents carried out over 3,346 incidents (attacks). This research observed that trillions of naira has been spent in the fight against insurgency by the military as released by the federal government and donor agencies. Countries with strategic economic, political and social interests in Nigeria have also supported financially. However, lack of transparency and accountability on the part of the military, abuse of human rights and lack of transformative approach in tackling the Boko Haram insurgency have undermined the general support (especially morally) needed to ensure that Boko Haram insurgency does not pose any security threats to the sovereignty and territorial integrity of the Nigerian state.

The objectives are to determine the causes of political apathy in the electoral participation of citizens of Nigeria and South-Africa in their 2019 general elections and to examine the impact of political apathy on the electoral process in both countries. Furthermore the author determines the trend of political apathy (voter turnout) in the general elections in Nigeria and South-Africa from 1999 to 2019, and from 1994 to 2019 respectively. The necessity of this research was borne out of the need to address the increasing rate of political apathy especially voter turnout in both democratic nations. Political participation (voter turnout) was 70% in 2003 in Nigeria when it peaked after four years of democracy. In South Africa, it was 89% in 1999 when participatory electoral democracy was restored. This had declined to 35% in Nigeria in 2019 and 63% in South-Africa in 2019 elections, representing 35% and 26% decline at the peak of electoral participation in both countries respectively. The causes of political apathy in the two countries have been attributed to lack of mobilization of the electorate, political marginalization, corruption, lack of political accountability, lack of motivation, lack of trust in the electoral process, failed promises by political leaders, lack of civic engagements, political violence, thuggery and militarization of the electoral process, political deception, powerlessness of votes etc. Citizens' loss of interest in the electoral system in both countries has clearly undermined increased participation in the political and electoral processes. The Rational Choice Theory (Downs, 1959) was used. This work observed an obvious decline in political participation in both countries. This was evident in the 2019 national elections in both countries. Lack of trust in the electoral process has undermined electorate's interest in the political system.

The need to continuously look at oil wealth and national development in Nigeria cannot be over-emphasized. Increased poverty, illiteracy and unemployment amidst oil wealth through oil block allocation necessitated this critical examination. This research is anchored on State Fragility Theory (SFT). Institutional weakness and state instability are triggered by violence, criminality and unrest due to unfulfilled expectations; the unexplained relationship between poverty and oil wealth in Nigeria. This study used descriptive research design and content analysis. The data employed for the study were mostly gathered from secondary sources. This work observed that oil wealth has not translated to national development due to the concentration of oil block allocation in the concentration of oil block allocation in the hands of few individuals and multinational corporations. It strongly recommended the revocation of oil block licenses and transferring ownership to the people through the federal and state government in Nigeria.
