An intricate examination of Black life in the District of Columbia through statistics and "nearly eighteen months [of] investigation" through newspapers and more. Ingle centralizes his report upon the lack of adequate resources for African Americans in society, post-emancipation. He asserts that the solution for "the proper treatment of a Negro" is "only in the calm, impersonal, scientific sifting of the evidence on both sides of the slave question in all parts of the country. Topics covered within the report include "Striving for Equality" and "An Experiment in Suffrage". Half title page is disbound from the rest of the pages. Ex-library copy with ink stamps on the half-title page and edges, otherwise good to very good condition.
