Previous owner's bookplate with hand-signed signature dated Moscow 1995 inside front cover. Edward Crowley was a renown Russian and Soviet Union specialist who authored a number of important monographs. The previous owner was Arthur Jensen Smith! Arthur Jensen Smith, 79, a retired economic analyst whose Foreign Service career included assignments in Eastern Europe and the Balkans. He graduated from the University of Virginia. During WWII, Mr. Smith served in the Army. After the war, he took further studies at the University of Virginia and the Johns Hopkins University School for Advanced International Studies. In 1950, he joined the State Department. He transferred to Radio Free Europe in 1953 and spent the next five years in Munich. His assignments abroad included the U.S. mission to NATO headquarters and embassies in Belgrade, Moscow and Warsaw, where he was the economic counselor. After retiring in 1980, Mr. Smith continued to work for the State Department in its Freedom of Information section. Mr. Smith assisted in the creation of the U.S.-Soviet Nuclear Risk Reduction Center, which was established by the State and Defense departments. In the 1990s, he was recalled for brief periods of duty in Belarus and Ukraine. Mr. Smith's honors included the State Department's Superior Honor Award and its Meritorious Service Award.
