The aim was to establish whether recruitment, manner of handling workers and their salary levels influenced their performance. Guided by Arderfer s ERG theoretical framework the study used simple random sampling techniques to gather primary data on water, social services and environment department of Nairobi City Council. The study found a significant correlation between service delivery and satisfaction therefore recommended fair recruitment, handling and good remunerations that would take good care of the family for the worker to be productive.
