Como herramienta para ello se ha utilizado una combinación bastante singular de teorías de transformación de la élite y teorías de pequeños estados. El objetivo del análisis fue describir en qué medida el hecho de ser un Estado pequeño influyó en la democratización bastante exitosa del Estado.
