The first chapter comparatively explores the emergence and changeability of the duties and powers of the constitutional courts in the world. The second chapter examines the establishment of the Constitutional Court in Turkey. Some decisions based on the powers of the Constitutional Court according to 1961 and 1982 constitutions are explored. The third chapter analyses recent three decisions which caused the debates about the Constitutional Court in 2007 and 2008. The opinions of lawyers, politicians, academicians and journalists about these controversial decisions that are discussed for a long term in public opinion are included. The forth and the last chapter explores whether or not the Constitutional Court had political aims with these decisions 152 pp. Englisch.
